How Cash Transfer Programs Are Giving Families in Crisis Zones the Power to Meet Their Own Needs

How Cash Transfer Programs Are Giving Families in Crisis Zones the Power to Meet Their Own Needs

When conflict or displacement disrupts daily life, families do not all need the same form of assistance. One household may need food, while another may need medicine, housing, transportation or other essentials. Cash transfer programs in humanitarian aid can give crisis-affected families purchasing power, allowing them to decide which needs to address first.

Unlike fixed packages of goods, cash gives households greater choice over how assistance is used. Where markets are functioning and people can safely access them, cash and voucher assistance can be an effective way to meet multiple humanitarian needs. Organizations such as War Child USA recognize the importance of giving conflict-affected communities meaningful support as they navigate changing needs and work toward recovery.

1. It lets families prioritize their own essential needs.

In-kind assistance provides specific goods selected in advance. Cash instead allows households to decide what to purchase based on their own circumstances. This can be particularly relevant for cash assistance for displaced families, whose needs may vary even when they have experienced the same crisis.

For example, one household may need to spend assistance on food while another may have an urgent healthcare or housing expense. Giving families purchasing power allows assistance to reflect those different priorities rather than assuming every household needs the same items.

2. It gives families flexibility when priorities change.

Needs can shift throughout a crisis. A household may initially need food but later face expenses related to healthcare, housing, transportation or other essentials. Cash allows spending decisions to change as household circumstances change.

Unconditional cash transfers in humanitarian settings can support this flexibility. When transfers are unrestricted, recipients can decide how to use the assistance rather than being limited to predetermined goods or services. Multipurpose cash assistance is specifically designed to help crisis-affected people prioritize several basic needs according to their circumstances.

The value is therefore not simply the transfer itself. It is the purchasing power that lets households respond to their own priorities as those priorities change.

3. It can connect humanitarian assistance with local economic activity.

When markets are functioning, families receiving cash can purchase available goods and services from local businesses. This allows humanitarian spending to circulate through local markets rather than being limited to goods supplied directly by an aid program.

Evidence reviewed by ODI indicates that cash can have positive multiplier effects on local markets when the conditions are appropriate.

But cash cannot solve a supply problem by itself. If markets are severely disrupted or essential goods are unavailable, giving people money may not be enough to meet their needs. The suitability of cash therefore depends on whether people can safely purchase what they need at reasonable prices.

4. It gives families a greater say in how assistance is used.

Dignity in humanitarian assistance is closely connected to agency and choice. Instead of receiving only goods selected by an aid provider, households receiving cash can make decisions about which needs to prioritize. OCHA describes cash and voucher assistance as a people-centered approach that provides choice and restores agency to affected populations.

This approach aligns with dignity-based aid programs that place greater emphasis on giving people meaningful control over how assistance meets their needs. ODI research also identifies choice and flexibility as important features of cash assistance.

The distinction is simple: the assistance still provides resources, but the household has a greater role in deciding how those resources should be used.

Closing Thoughts

Cash assistance is not appropriate in every crisis. Its suitability depends on factors such as the nature of the emergency, program objectives, implementation costs, security and whether local markets can provide the goods and services people need. Research reviewed by the World Bank found that the effectiveness of cash, in-kind assistance and other transfer methods varies according to the crisis, program objectives, target population, implementation costs and local market capacity.

Market conditions are particularly important. ODI notes that cash may be less appropriate when markets are disrupted or weak, while functioning markets can allow people to use cash to purchase what they need.

This makes the choice between cash, vouchers and in-kind assistance a matter of context rather than a universal rule.

When the conditions support it, cash transfer programs give crisis-affected families something a standard package of goods cannot provide in the same way: greater purchasing power and a greater role in deciding what their household needs most.

That ability to choose can make humanitarian assistance more flexible and responsive while giving families greater agency over how support is used.
